Re: Procedures for Postal Voting

The voter, when exercising his right to vote as an Overseas Absentee Voter (OAV), upon receipt of his/her electoral mail shall:

1. Accomplish personally the ballot by writing the names of the candidates (12 Senators) and the name, acronym or raffle number of the sectoral party/organization or coalition participating in the party-list system of representation (1), of his choice;
2. Affix his right thumb mark on the ballot coupon which is located on the lower portion of the official ballot;
3. Detach the ballot coupon and place it inside the Ballot Envelope;
4. Fold the official ballot in such a way that its contents will not be seen and seal it with a paper seal;
5. Place the accomplished ballot inside the Ballot Envelope and seal the same;
6. Write his name and affix his signature on the upper left-hand corner of the Ballot Envelope;

   Failure to affix his signature shall invalidate his ballot.

7. Return the sealed Ballot Envelope personally or by mail to the Philippine Embassy Rome on or before May 13, 2013. If mailed or delivered personally on May 13, 2013, it should be received by the Embassy on or before 1:00 o'clock in the afternoon, Italy time on the same date.

Kindly note that when mailing the Ballot Envelope, a stamp should be pasted therein and sent to Poste Italiane on May 10, 2013 at the latest so that it can reach the Embassy by May 13, 2013, 1:00 o’clock in the afternoon, Italy time.

Re: Pamamaraan sa Pagboto

Matapos matanggap ang inyong mga Electoral Mails, sundin ang sumusunod na paraan sa pagboto bilang Overseas Absentee Voter:

1. Isulat ang mga pangalan ng mga kandidato (12 Senador) at ang pangalan, o acronym ng sectoral na partido/samahan o koalisyon na kalahok sa Party-List System (1) sa inyong balota;

2. Ilagay ang inyong right thumbmark sa Ballot Coupon na matatagpuan sa ibabang bahagi ng inyong balota;

3. Baklasin ang Ballot Coupon at ilagay ito sa loob ng Ballot Envelope;

4. Itiklop ang inyong balota sa paraang ang mga nilalaman nito ay hindi makikita at i-seal ito na gamit ang Paper Seal;

5. Ilagay ang inyong balota sa loob ng Ballot Envelope at i-seal ito;

6. Isulat ang inyong pangalan at lagda sa itaas na kaliwang sulok ng Ballot Envelope;

Ang Ballot Envelope na walang lagda ng botante ay magiging Invalid Ballot.

7. Ibalik ang selyadong Ballot Envelope sa Philippine Embassy Rome o sa pamamagitan ng mail bago ang May 13, 2013. Dapat matanggap ang balota sa o bago ang 01:00 o'clock nga hapon dito sa Italya, ng 13 Mayo 2013.

Tandaan na kapag ipadadala sa mail ang balota, lagyan ito ng stamp o selyo at dapat maihulog sa Poste Italiane bago ang May 10, 2013 upang umabot ito sa Philippine Embassy Rome ng 01:00 ng hapon dito sa Italya, ng 13 May 2013.

Re:    OVERSEAS VOTING FOR THE 2013 NATIONAL ELECTIONS

Please be advised that Overseas Voting for the 2013 National (Senatorial and PartyList) Elections will be from 13 April 2013 to 13 May 2013 from 0900H to 1700H, daily, even on weekends and holidays.  

The Philippine Embassy adopts the method of Postal Voting wherein Electoral Mails containing the official ballots and other election paraphernalia are sent to the voters through mail or are personally picked up by the voters at the Embassy. After casting their votes, voters either mail or personally deliver their Accomplished Ballots to the Embassy on or before 13 May 2013, 1300H, local time.

Re: Voters who failed to vote in the 2007 and 2010 elections

In view of COMELEC Resolution No. 9653, all voters who did not vote in the 2007 and 2010 elections may avail of the opportunity to manifest their desire to vote in the 13 May 2013 Philippine national and local elections by presenting himself/herself at the Philippine Embassy Rome/Philippine Consulate General Milan where they are registered and sign in the blank OAVF No. 2-A.  Please bring any valid identification which has a photograph of you.

All interested voters may file their intention on or before 13 May 2013 which is the last day for overseas voting.  The actual voting period will be from 13 April 2013 until 13 May 2013.
