MARRIAGE
Solemnization of Marriage (by a comune, city, town, or a church in Italy)
I. A Filipino citizen who intends to get married in the Comune or church in Italy has to secure a Nulla Osta Per Matrimonio or a Certificate of Legal Capacity to Contract Marriage from the Philippine Embassy.
General Requirements:
1. Personal appearance of the Filipino
2. Duly accomplished Information Sheet
3. Application for Legal Capacity to Contract Marriage
4. Birth Certificate / Report of Birth issued by the Philippine Statistics Authority (PSA) & apostilled by the Department of Foreign Affairs (DFA)
5. Valid Philippine passport (original and one photocopy)
6. Other requirements:
a. If single, Certificate of No Marriage (CENOMAR) on security paper issued by the PSA & apostilled by DFA
b. If widowed,
b.1 Advisory on Marriages issued by PSA & apostilled by DFA
b.2 Marriage Contract or Report of Marriage with deceased spouse issued PSA &
apostilled by DFA
b.3 Death Certificate of deceased spouse issued by PSA & apostilled by DFA, if Filipino; Death Certificate issued by the commune, if Italian & if other nationality, Apostilled Death Certificate issued by the respective government
c. If marriage has been declared Null and Void (annulled), or with Foreign Divorced,
c.1 Advisory on Marriages issued by PSA & apostilled by DFA
c.2 Annotated Marriage Contract or Report of Marriage issued PSA &
apostilled by DFA
c.3-1 Court Decision of Nullity/Annulment of Marriage with Certificate of Finality
apostilled by DFA, if annulled
c.3-2 Judicial Recognition of Foreign Divorced with Certificate of Finality apostilled
by DFA, if divorced
7. For applicants aged 18 to 21 years, Affidavit of Parental Consent executed by the parents, together with copy of passport of the parents.
Ø If parent/s is/are living in the Philippines, the notarized Affidavit of Parental Consent shall be apostilled by DFA.
Ø If parent/s is/are living abroad/ outside the Philippines, the Affidavit of Parental Consent shall be notarized/executed by/in the Philippine Embassy or Consulate nearest the place of residence of the parents.
8. For applicants aged 22 to 25 years, - Affidavit of Parental Advice executed by the parents, together with copy of passport of the parents.
Ø If parent/s is/are living in the Philippines, the notarized Affidavit of Parental Advice shall be apostilled by DFA.
Ø If parent/s is/are living abroad/ outside the Philippines, the Affidavit of Parental Advice shall be notarized/executed by/in the Philippine Embassy or Consulate nearest the place of residence of the parents.
9. For contracting parties who are between ages 18 and 25 years old, a Marriage Counselling Certificate from any religious organization to which the contracting party is affiliated or marriage counsellor duly accredited by the proper government agency.
10. Two copies of 2’’x 2’’-size ID photo with white background of each contracting party
11. Requirements for the non-Filipino contracting party (fiancé/fiancée):
a. For Italians – Certificato Contestuale di Cittadinanza, di Residenza, di Stato Civile
(Libero) issued by the Comune
For other Nationalities – Legal Capacity to Contract Marriage or appropriate
equivalent document issued by their corresponding
Embassy or Consulate in Italy
b. Duly accomplished Information Sheet
c. Copy of passport or Carta d’Identità
d. Two copies of 2’’ x 2’’-size ID photo with white background
II. An overseas Filipino citizen, not residing in Italy, who intends to get married in a comune or church in Italy, shall also obtain from the Embassy a Nulla Osta Per Matrimonio.
General Requirements:
1. Original Certificate of Legal Capacity to Contract Marriage (CLCCM) issued by the Philippine Embassy or Consulate having jurisdiction over the place of residence of the Filipino groom or bride
2. Copy of the Apostilled CENOMAR on security paper issued by the PSA
3. Copy of Apostilled Birth Certificate on security paper issued by the PSA
4. Original valid passport and copy of its data page
5. Two copies of 2’’x 2’’-size ID photo with white background of each contracting party
6. Requirements for the non-Filipino contracting party (fiancé/fiancée):
a. For Italians – Certificato Contestuale di Cittadinanza, di Residenza, di Stato Civile
(Libero) issued by the Comune
For other Nationalities – Legal Capacity to Contract Marriage or appropriate

Notes: :
• The Nulla Osta Per Matrimonio will be released only after the marriage banns have been posted on the Philippine Embassy bulletin for ten (10) consecutive days.
• After the marriage solemnization, contracting parties are advised to file as soon as possible a Report of Marriage with the Embassy • The CLCCM is valid for 180 days in Italy. Please ensure that the wedding ceremony is completed within the validity period of the CLCCM.

Solemnization of Marriage within the Embassy premises
Marriage between two Filipino citizens (a man and a woman), who are both at least 18 years old, may be solemnized within the premises of the Philippine Embassy.
General Requirements:
1. Personal appearance of both contracting parties
2. Duly accomplished Marriage License Application Form
3. Duly accomplished Information Sheet
4. Birth Certificate / Report of Birth issued by the Philippine Statistics Authority (PSA) & apostilled by the Department of Foreign Affairs (DFA)
5. Valid Philippine passport (original and one photocopy)
6. Other requirements:

Report of Marriage
The marriage solemnized in Italy, Malta, Albania and San Marino must be reported to the Embassy soon after the solemnization of such marriage.
General Requirements:
1. Personal appearance of both contracting parties
2. Four (4) copies of duly accomplished Report of Marriage Application Form
3. Marriage Certificate issued by the Comune (original and four (4) copies)
4. Passport of the Filipino spouse (original and four (4) copies)
5. Passport or Carta d’Identita of the foreigner-spouse (original and four (4) copies)
Note: The Consular Officer reserves the right to require additional documents upon assessment of the application, pursuant to relevant laws, rules and regulations.
Additional Requirements:
For Late Registration of Marriage (Report of marriage filed one (1) year after the date of wedding ceremony)
6. Notarized Affidavit of Delayed Registration of Marriage
7. Certificate of No Record of Marriage issued by the Philippine Statistics Authority (PSA)
